Become an instructor training certification (ITC) facility
As a driving instructor training facility, you are authorized to deliver training courses for new instructors.
All instructor applicants must take instructor training at an ICBC–authorized training facility.

Steps to becoming a facility
1. Request an application package.
Review the participation and application requirements and then email [email protected] to request an application package.
2. Complete the application package.
If you are approved to apply, we will email the application package to you, which includes:
Instructor training certification agreement
Instructor training facility approval requirements (DTC329)
Instructor self-assessment checklist (DTC217)
Personnel list (DTC306)
Office and classroom list (DTC308)
Practical instructor evaluation rubric and results (DTC340 and 342)
Instructor course completion record (DTC353)
For Class 5 facilities, the package will also include a curriculum and comparison chart, Class 5 evaluation rubric and competency checklist.
3. Plan your course.
You must prepare a course curriculum to include with your application.
4. Submit your completed application package and curriculum.
You must submit original copies of the:
Instructor training certification agreement (signed in ink)
Personnel list
Office and classroom list

All other forms and course curriculum documents required for your application can be emailed as editable files to [email protected].
Note: if updates to your course curriculum are required, this will impact the processing time to approve the application.
5. Conducting your pilot course
Once your application and curriculum are approved, you will receive interim approval to conduct a pilot course.
A pilot course is an opportunity for you to try out your course with actual students. One of our driving school inspectors (DSI) will evaluate the course and the instructors conducting it. The pilot course typically includes a pre-pilot demonstration and evaluation of pre-assessment tests.
After a successful pilot course evaluation, we will mail you a copy of the Instructor Training Certification Facility Agreement and a school licence, which gives you authority to train and assess driving instructor candidates.
Facility agreement
As an instructor training certification (ITC) facility, you enter into a written agreement with ICBC to train instructor applicants. These written agreements outline the program requirements and the standards for eligibility, driver assessments and course curriculum.
Your agreement expires on the same date as your driver training school licence. You must renew your driver training school licence and each agreement annually. For each agreement, additional documentation may be required as part of the renewal process.
